Owens Saylor has dedicated more than three decades to transforming education in Kentucky. A former music educator turned district leader, he served as superintendent of Daviess County Public Schools, where he launched the Great Expectations initiative and championed the vision that “all means ALL.”
Under his leadership, the district reached Distinguished status, dramatically increased college and career readiness, and expanded opportunities for students at every level. Recognized as the 2016 Kentucky Superintendent of the Year, Saylor’s career reflects a consistent commitment to raising aspirations, closing gaps, and building systems where every student can thrive.
Now serving in leadership at the Kentucky Association of School Superintendents (KASS), Owens continues to shape the next generation of district leaders through superintendent training and leadership development programs.
